In September 2019, the Hainan Provincial Development and Reform Commission unveiled a plan entitled “Hainan Province Recreational Fishing Development Plan.” The plan stated that Hainan should build an international tourism consumption center with the development of tropical leisure fishery structure.

According to the scheme, Hainan will promote a number of recreational fishing construction brand projects, namely to establish national recreational fishing demonstration sites, sea fishing event bases, and scenic fishing villages. Hainan will create influential competitions and events, and launch clean energy fishing boats.
According to the plan, to be implemented between 2019 and 2025, Hainan will tap its unique and rich tropical leisure fishery resources, establishing no less than 19 national and provincial fine leisure fishery demonstration sites (leisure fishery theme parks), and building no fewer than 9 international sea fishing event bases. These projects are expected to meet all requirements of international and domestic sea fishing events and provide support for the competitions, as well as cultivating and developing at least 7 leisure fishery towns and no fewer than 5 national level scenic fishing villages, as well as over 100 provincial-level picturesque fishing villages. Hainan is also due to organize 10 or more high-level international sea fishing events every year to build the island into an international sea fishing destination, and promote the use of 5,000 new clean energy recreational fishing vessels (fishing boats) across the province.
Hainan Agricultural and Rural Department has set up a leading group for the leisure fishery pilot projects, with 6 working teams to advance the projects.
